Trata-se do principal desafio do planeta, junto com a destruição ambiental. "O impressionante sucesso da campanha ideológica que apoia as políticas neoliberais é que conseguiram convencer as pessoas de que os que estão na pobreza devem se culpar apenas a si mesmos." First, the obvious thing: our problem is not a lack of money. With a GDP of 6.8 trillion reais and a population of 210 million, what we produce today represents 11 thousand reais per month per family of four. With what we produce today, even without seeking oppressive equality, only less obscene inequality, it is possible for everyone to live in a dignified and comfortable way. Our problem is not poverty, but mismanagement. Or, to say it in an updated way today, it is lack of governance, of making the whole work.

Davos e os impostos: a bandidagem legalizada – Davos, 43 min. (em inglês)

Davos discutiu abertamente a evasão fiscal, hoje gigantesca, em grande parte organizada por bancos, e diretamente ligada à corrupção. A frase de Bruno Lemaire, ministro francês de finanças, chama a atenção: “Quanto maior é a corporação, menos impostos paga: isso não é aceitável”, lembrando que esses grupos pagam algo como 0,02% sobre os seus lucros. Na era do dinheiro digital e da globalização, como cobrar? Eu, professor, pago 27,5%, os bilionários estão isentos. O debate é em inglês, mas muito compreensível, e o conteúdo é excelente, em particular sobre a busca de um acordo internacional para frear a sangria.

Conseguimos colocar o homem na lua, sem dúvida. Já enfrentar o mosquito é muito complexo.

We imagined an updated version of the Ten Commandments, for the world has changed, and just telling us not to kill, nor to steal or covet our neighbours wife, is presently missing the essential, and in fact not widely respected. We have to come down to earth.

Under Lula and Dilma, during the 2003-2013 decade that the World Bank called “the Golden Decade of Brazil”, we had simultaneously economic growth, social inclusion, environment protection and job expansion. With no deficit and very low inflation, and all in spite of the turbulence of the 2008 crisis. Presently Dilma has been ousted, and Lula is in jail. No crime was ever proved against either. Starting in 2014, when the old oligarchies took over, the economy is stalled, unemployment has doubled, the Amazon is being cut down, child mortality is growing. They took power through an ill-disguised coup, and have been pushing recessive policies on all fronts, in the name of “sound and responsible economics”. And, of course, also in the name of God, family values, tradition and fatherland. In the present paper we draw up the main lines of how good politics went down the drain.

The Concilium Civitas international conference in Warsaw brought together eminent social scientists working at the world’s leading universities in economics, politics, history and others. The common concern is the deep deformation of political processes around the world, with right-wing populist regimes taking over in Poland, Brazil, US and other countries. My paper here is about Our Common Challenges. The world has changed. By this I mean a systemic transformation, not some cosmetic adjustments to the industrial capitalism we thought of as the definitive way of life. The complete book, Concilium Civitas 2019 Almanac is online in English, and both online and as paper-book in Polish. The papers are short and focused, a strong overview of our transformations.

We are destroying this only planet we have, for the benefit of the happy few, and the resources to do something about it are lingering in tax havens and other speculative drains. Well, I can be generous, and in the face of your incredulity or lack of understanding, I shall draw a picture. It is not only climate change and the dramas it is generating – you haven’t read the Stern report, I imagine – but the general pollution of fresh water, the forests being taken down, the soil being sterilized by monoculture, excessive tilling and chemistry, the destruction of biodiversity (we have lost 52% of vertebrates between 1970 and 2010), the disparition of bees and insects in general, the drama of overfishing, the antibiotics in our food and the appearance of resistant bacteria and so forth – all this will stimulate your imagination.

So many people around the world are trying to understand whatever happened in Brazil. There is the rigged election of a far-right candidate, of course, who was only elected because they jailed ex-president Lula, favorite in the polls. The judge who condemned Lula without evidence of guilt was named as future minister of Justice. But all the electoral circus is based on much more serious transformations, namely the emergence of a powerful political and economic organization around the main banks and other financial institutions. This financialization which brought down a very positive experience – “the golden decade of Brazil” according to the World Bank – is analyzed in a powerful overview.

Sabemos que o processo contra Lula constitui essencialmente um ataque político e como a sua política deu resultados inatacáveis, construiu-se o mito de que o ataque é em nome da honestidade, da luta contra a corrupção. A farsa desse processo é evidente para qualquer jurista. É necessário, frente a tantas mentiras, sistematizar de maneira honesta os argumentos legais. É esse material que os juristas Carol Proner, Gisele Citadino, Gisele Ricobom e João Ricardo Dornelles organizaram e apresentam de maneira contundente, em amplo volume que conta com dezenas de contribuições. Brazil and Poland are the countries presented as having best sailed through the 2008 global crisis. Clearly anti-cyclical policies work: instead of austerity measures, both countries maintained strong public investment, decentralized social policies and vigorous access to credit. More recently, however, our countries are facing the strong winds of financial globalization, with growing restrictions to the capacity of maintaining national economic policies. Comparing two very different countries is certainly challenging, but it does shed light on how the present global economic background affects us all. More recently, the economic and social progress in both countries has been suffering political disruption, particularly in Brazil, and we are suffering similar ideological cleavage with deep social divide also found in other countries. The present paper aims at shedding some light on this strange interaction of sound policies,global interests and disruptive politics.

Functioning governance is not built on hatred, it requires a rational overview of what might work, even considering irrationalities. Are we going to solve the drama of inequality and migration by building a wall? A fenced-in condominium called USA? The truth is that the inherited system, the so-called neoliberalism, no longer fits in the modern world. The modern world needs to reinvent its ways. The present book covers research that I have developed in the last few years, grouped to ensure a systemic overview. They have as common denominator or guiding axis the quest for governance, for a decision-making process that works. We will characterize the systemic challenges, delineate the new architecture of power in the stage of global capitalism, analyze the process of financialization, and finally present how this process is transforming Brazil.
